Office of the City Manager
The City of Sweeny is a home-rule municipality operating under a council-manager form of government. The powers of the City are vested in an elected council that enacts local legislation, determines city policies, and appoints the City Manager, who serves at the pleasure of the City Council.

The City Manager's Office oversees the day-to-day operations of the City and delivery of services and executing all city policies and ordinances, preparation and administration of the annual city budget, and staff organizational management. As Chief Executive Officer and head of the administrative branch of the city, the City Manager prepares recommendations to the Mayor and City Council and implements policy direction approved by the Mayor and City Council. 

Lindsay Koskiniemi was appointed as City Manager of Sweeny in 2022. For the past 10 years, Koskiniemi has served in several local government departments in roles of Interim City Manager and Finance Director (Richwood, TX), Assistant Director of Development Services (Angleton, TX), and Capital Projects Manager in the Engineering Department (Missouri City, TX). Prior to entering a career as a public servant, Lindsay served honorably in the United States Coast Guard. 

Koskiniemi is a Certified Government Finance Officer (Government Finance Officers Association - Texas) and Certified Public Manager and holds graduate degrees in Public Administration and Accountancy (University of Texas, Arlington & University of Phoenix) and advanced certifications in Lean Six Sigma and Project Management. In her free time, Koskiniemi serves as Vice Chair on the Pawnee Nation Liquor Control Commission, enjoys volunteering at the animal shelter, and is an outdoors and fishing/boating enthusiast.
