Q2: A Crime Control and Prevention District (CCPD) is a special district funded by sales tax that is collected by the City. CCPD sales tax allocation is used for equipment, systems, and programs that reduce crime. A CCPD has a board of citizens appointed by the City Council that create a budget for the sales tax allocated to the CCPD.Typically, when large purchases need to be made for the police department, such as vehicles, body armor, computer systems, etc. these purchases are budgeted to the City's operating budget, which is mostly funded by property taxes. These items would be eligible for purchase through a CCPD and could provide resources to other departments. Currently, the Sweeny Police Department comprises approximately $825,000 of the City's adopted budget, or around 32% of all expenditures in the operating budget. Funding a CCPD could potentially reduce the amount needed to be budgeted in the General Fund.Do you think the City of Sweeny could benefit from a CCPD to use sales taxes collected for the purchase of policing equipment?

Q3: The sales tax rate in Sweeny is 8.25% By law, the State of Texas is allocated 6.25%, and the City can add an additional 2% on top of the state's sales tax. Of the 2% the City of Sweeny collects, 0.5% is allocated to Brazoria County, 0.5% is allocated to the Sweeny Economic Development Corporation (SEDC), and 1.0% is allocated to the City of Sweeny. The City cannot operate on less than 1.0% of it's own sales tax, and Brazoria County is entitled to 0.5%. If the City were to fund a CCPD by majority vote, a ballot petition to reduce the SEDC sales tax allocation would have to be approved by majority vote. Special District sales taxes must be allocated in one-eighth percentage increments, therefore allowable percentage allocations are: 0.125% (one-eighth of one percent) 0.25% (one quarter of one percent), 0.375% (three-eighths of one percent) and 0.5% (one-half of one percent).The past fiscal year, the City collected approximately $755,500 in sales tax, of which approximately, $250,000 was allocated to the SEDC.
